Overview
Mount Vernon Place is a dynamic new neighborhood in the heart of the nation’s capital. As part of the development, an eight-story office and condominium building was proposed directly above the I-395 Tunnel. Due to the proposed location above a major roadway, the client required the completion of a security assessment before and after the building’s construction.
We completed a rigorous study, utilizing our transportation experience and the AASHTO Guide to Highway Vulnerability Assessment for Critical Asset Identification and Protection. Our team used methodology outlined in the guide to evaluate potential vulnerabilities for pre- and post-construction conditions. We compared before and after “scores” to determine whether the proposed structure had a net positive or negative impact on the tunnel’s security. To assess security during the construction phase of the project, Modjeski and Masters utilized a NIST document entitled Best Practices for Project Security. Our study concluded the proposed structure would not negatively impact the security of the I-395 tunnel. We also provided a list of recommendations to improve the security of the I-395 tunnel facility.
