Modjeski and Masters Promotes Engineers Across Firm

MECHANICSBURG, PAModjeski and Masters announced the promotion of four employees to various leadership roles within the firm.

Yu “Buck” Ouyang has been promoted to Senior Vice President. Buck joined the firm in 1991 and is the Office Manager of the Washington DC Office and the Director of the firm’s Railroad Service Business Unit. Buck’s bridge engineering experience is extensive, ranging from conventional designs to special projects of high complexity, and from feasibility studies to construction support services. He specializes in the design of fixed and movable railroad bridges, and the assessment and rehabilitation of existing bridges.

David Kanger has been promoted to Senior Project Manager. Since joining the firm’s New Orleans office in 1996, Kanger has contributed to a number of railroad and highway bridges and supervises the unit’s technicians and the office’s continuing education program. His design experience includes work in all phases, from preliminary project development through construction support. Kanger also has significant emergency repair and field inspection experience including truss inspection, pin replacement monitoring, construction support.

Promotions to project managers include Bryan Loflin and Larry Egan.

Loflin joined the firm in 2017 and works in the North Carolina Structures Business Unit. Having contributed to many notable projects, his design experience includes the rehabilitation and replacement of various types of highway, freight rail, and movable bridges in multiple states and experience in final bridge design for both design-build projects and conventional projects.

Egan first joined the firm in 1998 at the Mechanicsburg, PA location where he worked for four years. After serving at another firm, Egan returned to Modjeski and Masters in 2020. Egan has 29 years of experience in design, rehabilitation, load rating analyses, program management and construction management for highway, railroad, and movable bridge structures. He has also been a team leader on numerous highway, movable and long-span steel bridge inspection projects.
