MECHANICSBURG, PA | Modjeski and Masters, a bridge engineering firm responsible for the design of many of our nation’s iconic bridges, recently announced the promotion of five of its employees: Buck Ouyang, PE has been promoted to Vice President; Lee Lentz, PE, Blaise Blabac, PE, and Cullen Ledet, PE have been promoted to Senior Project Manager; and Jason Miles, PE has been promoted to Project Manager. They will contribute to the firm’s internal leadership, helping to build Modjeski and Masters’ continued recognition as a worldwide leader in bridge engineering.

Buck Ouyang, PE – Buck joined M&M in 1991 and is the Office Manager of the Washington DC Office and the Director of the firm’s Railroad Service Business Unit. His bridge engineering experience is extensive, ranging from conventional designs to special projects of high complexity, and from feasibility studies to construction support services. Buck specializes in the design of fixed and movable highway and railroad bridges, and the assessment and rehabilitation of existing bridges. His expertise extends to analysis of complex bridge structures, vessel collision risk assessment and protection systems, seismic analysis and retrofit design, fatigue evaluations, emergency repairs, and railroad live load analysis and instrumentation. Buckg is an active member of the American Railway Engineering and Maintenance of Way Association (AREMA) serving on Committee 8 on Concrete Structures & Foundations and Committee 9 on Seismic Design. He has a M.S. degree in Civil Engineering from the University of Kentucky, and both an M.S. degree in Structural Engineering and a B.S. degree in Civil Engineering from Zhejiang University. Buck is a registered professional engineer in Louisiana.
Lee Lentz, PE – Lee has been with the firm since 1998 and is a Senior Mechanical Project Manager with the Mechanicsburg, PA office. He currently serves as the Chairman of the AREMA Movable Bridge Subcommittee, the Secretary of Heavy Movable Structures, Inc., and sits on several internal committees at M&M. Lee is a vital member of M&M’s Movable Bridge Business Unit. His expertise with movable bridge machinery and components is recognized both within M&M and throughout the industry. He is on a first name basis with movable bridge owners, vendors, and engineering firms across the nation. Lee earned a B.S. in Mechanical Engineering Technology from Penn State University. He is a registered professional engineer in Pennsylvania, North Carolina and Connecticut.
Blaise Blabac, PE – Working from Modjeski and Masters’ Poughkeepsie, NY office since 2003, Blaise has provided invaluable dedication and expertise to a number of M&M’s highest profile clients in New York City and throughout the state of New York. Through his 20 years of engineering experience Blaise has been a crucial member on countless projects of all sizes, from small bridge rehabilitations to large projects involving multiple bridges and related structures. He has also been heavily involved in several suspension bridge main cable inspection and strength evaluation projects. Blaise earned both a M.S. and B.S. degree in Civil Engineering from the University at Buffalo. He is a registered professional engineer in California, Massachusetts, New Jersey, New York, and Virginia.
Cullen Ledet, PE – Cullen joined M&M in 2002 after having interned two summers with the New Orleans, LA office. He has prepared designs, plans, and specifications for a number of projects both for improvements, as well as complex projects. He also has significantly contributed to the Firm’s Roadway Lighting project portfolio having managed numerous interstate lighting projects for the Louisiana Department of Transportation and Development. Cullen continues to develop and implement the LADOTD Consultant Deliverable Workflow for the office by keeping up with the latest standards and requirements set forth by this client. He served on the M&M Re-Branding Committee, ESOP Plan Committee, and Board of Directors Nomination Committee. Cullen currently serves as an M&M ESOP Trustee and is a mentor in the Firm’s Corporate Mentoring Program. He holds both a M.S. degree in Structural Engineering and a B.S. degree in Civil Engineering from Tulane University. Cullen is a registered professional engineer in Illinois and Louisiana.
Jason Miles, PE – Jason joined Modjeski and Masters in January of 2009. Since then, he has been involved in a wide variety of special projects, including scour analysis and soil-structure interaction, structural health monitoring, steel truss rating and rehabilitation, and post-collision damage assessment and repairs. Starting in 2010, M&M has worked with LADOTD to perform structural stability scour analysis on over 200 bridges across the state of Louisiana. Jason has been heavily involved in this ongoing project and oversees the analysis of the current batch of bridges. He has also been involved in a number of high profile emergency projects, including vessel collisions with both railroad and highway bridges. These projects often include structural monitoring for pier movement, member stress changes, and other effects. Jason earned a B.A, Mathematics and a B.S., Civil Engineering from Louisiana State University. He is a registered professional engineer in Louisiana and is a member of AREMA Committee 7 – Timber Structures.
